OK lets start.
Beginners might find this Tutorial a bit difficult but I will try my best to explain each point to its simplest level :)
1. Create a new Document (ActionScript 2.0)
2. Create a new Movie Clip (Ctrl+F8)

3. Now draw/import any object on which you would like to apply mouse over.
Tip: You can also import symbols from Illustrator if you wish. Just copy/paste them frm Illustrator to flash.
4. Once you've drawn/imported what you liked do as instructed in the following screenshot

5. Once you've done as in above screenshot you should see that from Frame 1 - 15 the path is now slightly grayish. Now right click anywhere in this path (Frame 1 - 15) and a drop-down menu will appear now select the first option motion tween.
6. Do as instructed in the following screenshot
