In broadband your ip changes when you start your modem again.

It depends. If you have an internet that you have to connect everytime to use it, then you have a different ip. If you don't have to connect it stays the same.

There are some ISPs that have dynamic ip and no matter what kind of internet you have, your ip changes everytime.
